A 4-member expert group from the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) conducted an on-site assessment of the "National Quality Supervision and Inspection Center for Mechanical Parts of Power Generation Equipment" (hereinafter referred to as the "National Inspection Center") that Deyang City has applied to establish.
The expert group was led by Zhang Bo, Director and Researcher of the Shandong Special Equipment Association. Zheng Lin, Researcher of the Sichuan Provincial Bureau of Quality and Technical Supervision, and Li Chengjin, Vice Mayor of Deyang City, accompanied the assessment.
During the two-day assessment, the expert group gained a detailed understanding of the testing capabilities, accreditation qualifications, facilities and equipment of Deyang Municipal Institute of Quality Inspection (the project undertaker) through methods such as listening to reports and conducting on-site inspections of the undertaker’s laboratories and industrial development status. The group affirmed the construction of a high-level National Inspection Center in Deyang, believing that it will contribute to the upgrading of the national power generation equipment mechanical parts manufacturing and major equipment manufacturing industries, facilitate the agglomeration of the power generation equipment mechanical parts manufacturing industry in Deyang, and promote the development and expansion of the industry. At the same time, the expert group put forward suggestions: further refine the preparation plan, improve inspection standards, strengthen talent cultivation, increase equipment investment, and carry out construction in accordance with the preparation task document approved by AQSIQ. The National Inspection Center should be built into an inspection and testing institution with "complete testing items, advanced technology, leading position in China and international influence", so as to provide strong technical support for Deyang to become a "World Smart Manufacturing Capital" and drive Deyang's economic and social development into a fast track of transformation.
Li Chengjin, Vice Mayor of Deyang City, stated that Deyang will firmly seize the opportunity of building the National Inspection Center, advance the classified integration reform of inspection and testing technical institutions in line with the trend, accelerate the market-oriented development of technical institutions, and carry out cooperation between inspection institutions and the government, enterprises, and universities. It will strive to build a well-deserved National Product Quality Supervision and Inspection Center that satisfies the public, is trusted by enterprises, and reassures the government, and use high-quality inspection and testing technology to safeguard "Made in China".
Zhang Yingqi, Director of Deyang Municipal Bureau of Quality and Technical Supervision, as well as responsible persons from relevant units including Deyang Municipal Institute of Quality Inspection, Deyang Heavy Equipment Testing Co., Ltd., and the Preparation Office of the National Inspection Center, participated in the on-site assessment.
